Maybe other forum members can give other suggestions but can you try to find if, possibly, you have other key assigned for opening the console? Go to ~Documents/Euro Truck Simulator 2/profiles/your profile folder and open the controls.sii file with Notepad. Hopefully Nox's steps help but if the issue persists can you go to My Documents\Euro Truck Simulator 2 on your C drive and open up the .cfg file there using notepad. Make a backup of this to another location just in case something goes wrong during the process, but I don't foresee any major issues.
